Sisvel’s POS SEP Pool: What Payment-Terminal Implementers Should Know

Sisvel’s new Point-of-Sale (POS) patent pool is moving quickly. On 2 July 2026, Sisvel announced that ZTE and China Mobile had joined as licensors, bringing the pool to 44 licensors. [1] The programme had been launched only three months earlier, on 1 April 2026, with Huawei, LG Electronics and Nokia as founding licensors. [3] It covers 2G, 3G, 4G and 5G standard-essential patents for the use of cellular connectivity in POS devices. [2]

This is relevant for payment-terminal manufacturers, importers and distributors because the target market is not the smartphone market. The target is connected payment terminals, including handheld card machines, Android POS devices, mobile card readers and tablet-based registers using cellular connectivity. [2]

1. What is the Sisvel POS pool?

Sisvel describes the POS programme as a cellular patent pool for payment terminals. The public programme page says the licence offer includes the 2G, 3G, 4G and 5G SEPs owned by Sisvel and the participating patent owners, for the use of POS devices. [2]

Sisvel’s commercial narrative is straightforward: modern payment terminals increasingly rely on cellular connectivity so that merchants can process payments away from fixed infrastructure. The same devices may also support inventory management, real-time tracking, analytics and automatic reordering. [3] Cellular connectivity is therefore presented as an enabling feature of modern POS use cases.

The pool should be understood as a product-specific licensing route. It is not a new cellular standard and it is not a transfer of the patents into a POS-only portfolio. A basic LTE SEP relating to MAC, RLC, RRC or another RAN function may be relevant to smartphones, vehicles, smart meters and POS terminals at the same time. The difference lies in the product category and the scope of the licence, not in the technical standard itself. [2]

2. Who are the licensors?

The founder licensors were Huawei, LG Electronics and Nokia. [3] Since then, the pool has expanded quickly. Sisvel reported 30 licensors on 4 June 2026, 40 licensors on 12 June 2026, and 44 licensors after ZTE and China Mobile joined on 2 July 2026. [1] [4]

The public list now includes a broad group of cellular SEP owners and related entities, including network operators, handset and equipment vendors, research institutions, module or chipset-related companies and patent licensing entities. Examples include Huawei, LG, Nokia, ZTE, China Mobile, China Unicom, Datang, Quectel, Unisoc, BlackBerry, Deutsche Telekom, KDDI, KPN, KT, Orange, Telefónica, TIM, Verizon, Vodafone, Bosch, Siemens, Sony, Mitsubishi Electric, NEC, SK Telecom, ETRI, IP Bridge, KAIST, Wilus, Sisvel, Optis, Unwired Planet and others. 3. A pool licence is not a complete safe harbour

A licence to a pool normally protects against participating patent owners and only within the licensed scope. It does not automatically clear the entire cellular SEP landscape. This matters because some major cellular SEP owners do not appear on the public Sisvel POS licensor list reviewed for this article. [2]

The point is not theoretical. Ericsson is not listed as a Sisvel POS licensor on the public page reviewed for this article. [2] Yet Ericsson reportedly filed UPC actions against Verifone on 20 February 2026, including an action in the Mannheim Local Division and another in the Hague Local Division. [8] Nokia had already initiated legal action against Verifone in Germany and at the UPC in March 2024 concerning POS devices and cellular/Wi-Fi technologies. [7] That dispute reportedly settled later in 2024 through a licence agreement. [9]

Accordingly, the relevant question for implementers is not simply whether the Sisvel POS pool exists. The question is how much of the real SEP exposure is covered by the pool, how much is covered by existing bilateral or supplier licences, and which patent owners remain outside the available licence package.

4. The public patent-owner list is not the same as a patent list

Sisvel’s public POS programme page lists patent owners. [2] At the time of writing, we did not find a public POS patent list identifying patent numbers, patent families, claim charts or standard sections. This is unfortunate from an implementer perspective. Without the patent list, it is difficult to assess the actual strength, scope and product relevance of the pool.

This point is particularly noteworthy because Sisvel’s own general explanation of patent-pool formation states that licensing generally begins with publication of the patent list. That publication is important because it allows licensees to know what they are licensing and to assess essentiality independently. [5]

There may be a simple timing explanation. Sisvel’s 4 June 2026 update described the POS pool as still being in formation, with licensors still being recruited, important prospective licensees being engaged, royalty rates being validated and comprehensive licence-offer details expected in the coming months. [4] If so, the missing public patent list may reflect the current formation stage. It nevertheless leaves implementers with limited information for independent assessment.

5. Sisvel’s role is not purely administrative

Sisvel is best known as a pool administrator. However, Sisvel also states publicly that it can act both as pool administrator and patent owner in some programmes, including its 5G Multimode and Cellular IoT programmes. [6] The POS programme page also lists Sisvel International S.A. among the patent owners. [2]

This makes the structure commercially interesting. Sisvel is not merely coordinating third-party portfolios. It may also have its own economic stake in the licensed assets. For implementers, this does not necessarily change the technical analysis, but it is relevant when assessing incentives, negotiation dynamics and potential enforcement strategy.

6. The module-supplier issue will be central

Many POS vendors do not develop cellular technology themselves. They buy and integrate third-party LTE or 5G modules. From an implementer perspective, this immediately raises the question whether the module supplier has already cleared the relevant cellular SEP rights, or whether the POS vendor is protected by pass-through rights, exhaustion or indemnities.

Those questions cannot be answered in the abstract. A supplier licence may be limited to the supplier’s own activities. It may or may not include downstream pass-through. Exhaustion may depend on jurisdiction, contract structure and whether the relevant sale was authorised by the patent owner. Indemnities may exclude SEP claims or may be capped at commercially unattractive levels.

From the licensor perspective, end-product licensing can be attractive because it targets the finished device and the downstream use case. From the implementer perspective, however, the fact that cellular functionality is implemented in a purchased module is one of the first issues to investigate. [2]

7. No public pool litigation found, but timing matters

As of publication, we have not found public evidence of litigation initiated by or out of the Sisvel POS pool itself. That should not be misunderstood as evidence that the issue is merely theoretical. POS terminals have already become a target category for cellular SEP enforcement, as shown by the Nokia-Verifone and Ericsson-Verifone disputes. [7] [8] [9]

The absence of pool-specific litigation may simply reflect timing. A typical sequence would be to recruit licensors, validate essentiality, define royalty terms, approach key implementers, build the FRAND negotiation record and litigate only if negotiations fail. Sisvel’s public updates are consistent with a pool that is still being built and commercialised. [1] [4]

For implementers, the practical consequence is clear: preparation should start before licence negotiations or litigation force the issue. Once a pool has finalised its patent list, licence terms and negotiation record, the window for low-cost technical preparation may become shorter.

8. What POS implementers should do now

Map the product portfolio: identify which POS terminal models actually include cellular connectivity and in which regions they are sold.

Identify modules and chipsets: record the module supplier, chipset, supported standards, LTE/5G categories, releases and activated features.

Check supplier coverage: review licences, pass-through language, indemnities, exclusions and caps.

Ask for patent-level transparency: request the patent list, essentiality information and standard-section mapping when approached by a pool or licensor.

Compare coverage: distinguish rights covered by supplier licences, bilateral licences and the pool, then identify residual exposure.

Test essentiality and validity: do not assume that declaration or pool inclusion equals essentiality for the relevant product functionality.

Prioritise early disqualifiers: expired assets, non-implemented features, wrong standard generation, module-only implementation, territorial gaps and weak claim construction can materially change the risk picture.

9. Where claim-level analysis fits

A pool announcement is not the end of the analysis. It is the starting point. The necessary work is technical and evidence-based: which claims read on which standard sections, which standard features are actually implemented by which products or modules, and which patent families survive a first validity and essentiality screen.

The objective is not to deny that cellular connectivity may require licensing. The objective is to separate real exposure from nominal portfolio size.

Conclusion

Sisvel’s POS pool is a significant development for the payment-terminal market. It has grown from three founder licensors to 44 licensors within three months, and it is expressly directed at cellular connectivity in POS devices. [1] [2] [3] That alone makes it relevant for POS implementers.

At the same time, several points remain open. A pool licence is not a complete safe harbour. Important SEP owners may remain outside the pool. [2] The public patent-owner list is not yet a patent list. Module-supplier coverage will be central. And although we have not found public litigation initiated by or out of the pool itself, adjacent POS SEP enforcement has already started. [7] [8] [9]

For implementers, the best response is to prepare early: understand the products, modules, standards, existing licences and patent-level evidence before the commercial negotiation becomes a litigation-driven exercise.
